The Gwich’in Tribal Council Anywhere

Job Description

The Gwich’in Tribal Council (GTC) is a modern Treaty holder; the Gwich’in Comprehensive Land Claim Agreement (GCLCA) came into effect in 1992. GTC was granted fee simple title to over 20,000 Km2 of land within the Gwich’in Settlement Region (GSR) spanning the Northwest Territories and Yukon. The Gwich’in Lands and Resources (GLR) Department represents the GTC’s land Rights in the GSR and administers access to private lands on behalf of all Gwich’in. Based in lnuvik, Northwest Territories, GTC invites applications for the following two positions.

Manager, Lands and Resources
Reporting to the Chief Executive Officer, the duties will include asserting Gwich’in Rights on Crown land in the GSR; supporting intergovernmental discussions for matters that involve lands in the GSR; managing the Department through planning, budgeting, monitoring and staff supervision; and administering access to Gwich’in Private Lands.

Qualifications include a university degree in Resource Management or a related field or equivalent; a minimum of five (5) years experience in land and resource management or a related field; experience monitoring on-the-land activities and community engagement as well as the ability to plan, lead, direct, budget, manage, and implement programs using a collaborative style is preferred. Experience working with Indigenous governments, land claims, or regional municipalities on land use or land claim implementation is an asset. The salary range is from $100,000 to $130,000 per year, subject to qualifications and experience.

Lands and Resources Coordinator
Reporting to the Manager, Lands and Resources, the duties will include acting as a resource for all requests to GTC for activities proposed in the GSR; liaising with local organizations in relation to land or resource management matters; preparing written submissions expressing GTC’s position to proponents and/or external agencies; communicating complex land/environmental issues to a range of audiences; collecting and presenting Gwich’in input to proposed developments on Crown land within the Gwich’in Settlement Region (GSR); and coordinating GTC input to requests by Governments and Non-Governmental Organizations (NGOs).

Qualifications include a Degree or Diploma in Environmental Science, Renewable Resource Planning, or a related field and a minimum of five years related work experience is preferred; attention to detail, research skills, writing skills and excellent analytical skills required; hands on experience in environment assessment and an understanding of environmental and resource management issues in the arctic; excellent written and verbal communication skills; experience working with Indigenous people on collaborative programs is an asset. The salary range is from $75,000 to $110,000 per year, subject to qualifications and experience.
